Senegal Takes a New Step Towards Revitalizing Its Economy with the Adoption of Investment Code Bill No. 16/2025

Senegal has taken a significant step to boost its economy through the adoption of Bill No. 16/2025 on the Investment Code. This legislation, approved by the National Assembly on September 18, 2025, aims to simplify and modernize the legal framework for investment, while supporting the development of the country’s key sectors.

The new Code introduces several concrete innovations, notably:

  • Broader and more diversified sectors: It opens the door to high-growth areas such as digitalization, renewable energy, sustainable agriculture, infrastructure, and information technologies.

  • Simplified and digitalized procedures: All processes to benefit from fiscal and customs advantages are now available online, making the system faster and more transparent.

  • Better protection for investors: The new law guarantees fair treatment and greater legal security for both domestic and foreign investors.

  • Support for the local economy: The Code promotes local production integration, technology transfer, and job creation, especially in inland regions of the country.

  • A forward-looking vision: This reform is aligned with the Senegal Vision 2050 strategy, which seeks to reinforce the country’s economic sovereignty and resilience in the face of global challenges.

This reform replaces the 2004 Investment Code, which had become outdated given current demands and challenges. The new Code, the result of extensive consultation between the government, private sector, and civil society, modernizes the legal environment, making it more competitive and attractive for investors.

Bakary Séga Bathily, Director General of APIX, has invited all investors to take part in this transformative process, with the goal of building a sovereign, fairer Senegal focused on shared prosperity.
